Objectives:

• Establish an LITP 2000 Study Technical Advisory Committee (TAC) & Subcommittees.
• Establish a public participation program.
• Coordinate planning efforts, methods, tools and resources.
• Develop coordinated funding strategies.

Goal 2: Develop and maintain a workable program that will quantitatively improve measurable congestion parameters.

Objectives:

• Sustain a consensus among the TAC members.
• Adopt a fiscally responsible, feasible, and acceptable LITP 2000 Plan to manage congestion on Long Island.
• Develop a formal plan for monitoring, evaluating, and updating the LITP 2000 Plan.

Goal 3: Develop cost effective strategies that increase mobility as measured by moving people and goods with minimal delay on Long Island’s transportation system.

Objectives:

• Utilize multi-modal planning methods and analysis procedures.
• Develop strategies that increase average vehicle occupancy as measured by the number of people traveling in all modes divided by the number of cars (USEPA definition).
• Incorporate existing plans for intermodal facilities.
• Identify land use policies that promote carpooling, vanpooling and transit use.
• Consider traffic calming measures, where appropriate.
• Identify ways that the Department's public/private policies may be used to reduce vehicle trip generation.
• Consider preferential treatments for high occupancy vehicle (HOV) options as primary alternatives in all mobility improvement projects.
• Consider Intelligent Transportation Systems (ITS), incident management, enhanced signal systems and transportation systems management concepts, including real time customer information for transit systems.
• Develop improved and/or new transit options.
• Incorporate public and private transit operation incentives in highway capacity improvement projects.
• Improve freight movement on both a corridor and region-wide basis.
• Propose strategies for travel demand management techniques such as ridesharing incentives, telecommuting, and strategies for encouraging commuter bicycle and pedestrian travel.
• Develop mechanisms to further involve the private sector in implementation of employer trip reduction plans.

Goal 4: Adequately evaluate transportation strategies.

Objectives:

• Develop technical methods to evaluate near-term and long-term transportation strategies for Long Island.
• Develop performance and evaluation criteria that will be fair to all modes of transportation.

Goal 5: Comply with the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and the Clean Air Act Amendments of 1990 (CAAA).

Objectives:

• Maintain consistency with ISTEA concepts for managing traffic congestion, public transportation facilities and equipment, and intermodal transportation facilities and systems.
• Develop integrated capacity/mobility systems and strategies that improve air quality and travel.
• Maintain consistency of traffic forecasts with air quality monitoring needs of the CAAA.
