    State Rouring Routes that Should be Extended

    2) New York State Route 102 should be extended from Williams Street in Hempstead to Route 24 and Hempstead Avenue in West Hempstead.
    3) New York State Route 105 should be extended from Route 106 in North Bellmore to Route 102 in Hempstead.
    4) New York State Route 106 should be extended from Route 105 in North Bellmore to Merrick Road in Bellmore.
    5) New York State Route 108 should be extended from Pulaski Road (S.C.R. #11) in Cold Spring Harbor Station to Route 25 in Woodbury.
    6) New York State Route 878 should be turned into a REAL expressway from Seagit Boulevard at the Atlantic Beach Bridge to the New York City Line(and as far as I'm concerned, all the way to Manhattan.)
    7) New York State Route 27 should be turned into an expressway from the New York City Line through the Suffolk County Line.
    8) New York State Route 135 should be extended south from Merrick Blvd. to Wantagh State Parkway in Seaford, and north from N.Y.S. Route 25 in Syosset to Interstate 95 and 287 in Rye.
    9)New York State Route 112 from Mallick Avenue (N.Y.S. Route 25 A) to east and west Broadways in Port Jefferson.

    Southern State Parkway Improvements
    1) Exit 20; Realignment of westbound lane between Milburn Avenue and Baldwin Road, and eastbound lane near Coes Neck Boulevard. Also, redesigning of west-to northbound ramp. See my 6/7/97 letter for details.
    2) Exit 23; Elimination of Meadowbrook Road interchange with exit and entrance ramp lanes between Merrick Road and Meadowbrood Parkway connected.
    3) Exits 24-28A; Subtracting one number from each interchange, since there would no longer be an exit 23 at Meadowbrook Road.
    4) Exit 24N, Westbound; Rerouting west-to northbound ramp to Jerusalem Avenue (proposed N.Y.S. Route 105) similar to those at Exit 42.
    5) Exit 28A-S: Realignment of two ramps beneath Seaman's Neck Road, and two loop ramps with better curves.
    6) Exit 34; Suffolk County Road #28 Plaques added to exit signs.
    7) Exit 38; Change background of exit signs from green to brown, since this exit is nothing more than a park entrance.
    8) Exit 41; Suffolk County Road #57 plaques added to exit signs.
    9) Exit 41A; Relocation of east bound lane, redirecting of off ramp from left; to right, and extension of on ramps from both Sagtikos State Parkway and Robert Moses Causeway. See my 6/20/94 letter for details.

    1) Revive the Dial-a-Bus project. Bus service must be made more
    accessible; place the bus a reasonable walking distance from the
    person's home to where they board. Revive the Dial-a-Bus project.
 
1/8/98
 
    1) Have more signs on our roads
    2) Require driving tests and eye exams annually after 62 years old.
    3) All parkways should have a minimum of three lanes.
    4) Post compass directions on all edit signs.
    5) Place multi-QIT listings on signs.
    6) Have large signs with the street name above intersections.
    7) Build a turn or on bridge access L.I. Sound to connections.
    8) Eliminate the HOV Lane and turn it into two regular traffic lanes. Do not allow trucks in these two left lanes.
    9) Continue the widening of No Parkway to 135 and extend to Route 110 with all three lanes.

    1) Reconstruct SSP Interchanges:
    a) Southern State/Meadowbrook
    b) Southern State/Cross Island
    c) Southern State/Route 135
    2) Place signs ahead of major intersections naming the crossing road,
    also have signs hanging next to the traffic lights naming the crossing road.
    3) The HOV lanes should have their own exit and entrance ramps,
    4) Have HOV lanes on freeway entrance ramps, allowing HOVs to speed past single occupant vehicles.
    5) Add LIRR express service to those branches which hardly have any.

    1) Use of parking lots at Belmont and Aqueduct race tracks for commute parking as is done with great success at Shea Stadium.
    2) An entirely new signaling system for the LIRR would allow reduced headway.
    so that more trains could be scheduled as well as avoiding the signaling delays which occur with great frequency on rainy days.
    3) Allow shorter, more frequent trains during the non-peak hours.
    4) Freight could be routed through existing tunnels and Penn Station during the night and perhaps during the non-peak hours of the day. This would require dual-electric locomotives.
    Require extension of the third rail through the tunnel to New Jersey and some to New Jersey and some additional third rails in the freight portion of the Sunnyside yards
    If connections were made at the Sunnyside Yards and at Shea Stadium between the No. 7 line and the Port Washington Branch of the LIRR to allow reverse direction peak hours subway.
    5) Reduced tolls for off-peak hours.
    6) Reduced tolls for weekend use. Reduced tolls should be available only to EZ-Pass users.

    Suffolk County
    1) Create a trial period in which the HOV lane is integrated into a fourth lane of highway with which there are no restrictions.
    2) Raise the speed limit on the LIE.
    3) It may be to the advantage of both Suffolk and Nassau Counties to work out a deal with LIRR to reduce the price of ticket fares of those Suffolk residents traveling a minimal distance on the LIRR.

    1) Drop the undesirable HOV - Car Pooling Syndrome and get on with the business of improving the quality of life for travelers by finding innovative means of traveling and by improving the general traffic flow-by improving both the existing roads and rail
    2) Implement express lanes no HOV lanes
    3) Design better highway entrances and exits. We need longer runouts.
    4) Provide better traffic light control, especially in vicinity of exits from the LIE and on LIE Service road, and better traffic advisories.
    5) Create better parking at work and shopping destinations, coupled with new People-Movers to enable more flexible and easier transit at business and shopping terminal areas. Design People Movers which enable people to easily and securely transport their
    6) Get rid of excessive, politically correct environmental inspections which are expensive and inconvenient. Instead force the design of better vehicles to cut pollution. Inspect solely for safety reasons including Brakes, Steering and Lights etc.

    7) Explore the use of automated highways to obtain higher speed and better
    8) Make better use of shoulder lanes, especially in rush hour times. (Add bridge shoulder lanes on LIE in area of exit 60 for example.)
    9) Decouple truck and car traffic where possible.
    10) Be careful where ending lanes. For example, eastbound on LIE where both the HOV and shoulder lane ends and we go from 5 lanes to 3 lanes.
    11) Implement better scheduling and coordination of road repairs, etc.
    12) Consider amphibious travel on L.I. Sound and Great South Bay to cut east-west auto traffic.
    13) Improve scheduling of Truck traffic so that it doesn't coincide with rush hours.
    14) New Rail Freight Terminals:
    a) Add a series of four new rail freight terminal to cut east-west trucking on both LIE and a proposed new Southern Island Expressway (SIE). One in Mid Nassau, at Old Grumman Airport Rail station
    b) One in Suffolk at Ronkonkoma-Holbrook Rail Station.
    15) New Highways Construction:
    a) Create a new Southern Island (Truck compatible) Expressway (SIE) from Suffolk, through Nassau and continue through Queens and Brooklyn. This new
    SIE would include an upgraded, limited access, Sunrise Highway in Nassau County, plus a new Queens Brooklyn continuation using either or both:
    1. the right-of ways of Southern State Parkway, Conduit Avenue, Linden Blvd.
    2. The right-of-ways of Southern State Parkway, Conduit Avenue Linden Blvd. and Fort Hamilton Parkway to Verrazano Bridge.
    b) Add new north-south, perpendicular to LIE and SIE, Truck compatible high speed capability
    1. One Modified Road - Upgrade Cross Island Parkway (or limited-access auto and truck traffic, to proposed new rail terminal at Douglaston.
    2. One Modified Road-Upgrade Smithtown Avenue (or extend Nicholls Road) to limited access north-south auto and truck road to tie to proposed new Rail Terminal at MacArthur Airport-Ronkokoma Rail Station.
    c) Add upgrade to Route 112 to make it a North-South high speed limited access highway
    d) Consider building a new 6 lane Floating Bridge to Connecticut, tying to William Floyd Parkway in Suffolk.
    16) Add "coordinated" water-access ramps to highways to enable amphibian travel across Long Island Sound.
    For example:
    1. Glen Cove Road to a ramp in Glen Cove
    2. South Oyster Bay Expressway to a ramp in Oyster Bay
    3. Sagtikos Parkway to a ramp at Sunken Meadow
    4. William Floyd Parkway to a ramp in Wading River
    5. Route 112 to a ramp in Port Jefferson
    6. LIE to a ramp in Mattituck or Greenport
